Nouvelle publication de AGE et du CdR : "Comment promouvoir le bien vieillir en Europe: Instruments et outils à disposition des acteurs locaux et régionaux"
Toutes les régions d’Europe sont confrontées à un vieillissement démographique rapide qui obligera les responsables politiques à revoir la manière dont ils répondent aux besoins de leurs citoyens. Ces dernières années, notre société a évolué rapidement et les mesures instaurées par les autorités afin de répondre à ces nouvelles exigences devront s’adapter en conséquence. Les acteurs locaux, les urbanistes, les opérateurs de transport public, les organismes de santé publique, les prestataires de services sociaux, les architectes, les organismes de logements sociaux, les associations de personnes âgées, les universités, etc. doivent étudier la réponse idoine à apporter aux défis particuliers rencontrés par les populations européennes vieillissantes. Plusieurs instruments européens de financement peuvent aider les acteurs locaux et régionaux à mettre en oeuvre des projets innovants liés à la thématique du vieillissement, mais les informations ne sont pas faciles à trouver. L’objectif de cette brochure, publié conjointement par AGE – la Plateforme européenne des personnes âgées et le Comité des Régions, est de leur en faciliter l’accès. Cette boîte à outils s’adresse aux acteurs locaux et régionaux, notamment les institutions, les organisations de la société civile, le secteur privé, chargés de répondre aux besoins des personnes âgées vivant sur leurs territoires et désireux de connaître les outils et les instruments de financement à leur disposition pouvant les aider à atteindre leurs objectifs.

Conférence "Promoting sustainable bioenergy production and use - Challenges ahead for EU wide implementation of RES Directive 2009/28/EC" - 11-12 March 2010 - Berlin / Germany
As the EU Directive 2009/28/EC requires EU Member States to adopt national Renewable Energy Action Plans (REAPs), this workshop will focus on policy options to support sustainable bioenergy production and use in the framework of the REAPs.
11th March 2010: From Renewable Energy Directive to national REAP Policy. Options to support sustainable bioenergy production with focus on stationary applications for generating heat, cold and electricity.
12th March 2010: Sustainability certification systems for transport biofuels and bioliquids.Outline of different approaches to certification systems and discussion of first practical experiences of implementation in EU Member States.
The workshop addresses decision-makers representing national governments and governmental authorities from the Baltic Sea Region and Central Europe, in particular those involved in the elaboration of REAPs and working on sustainability issues. It will provide a platform for an in-depth exchange of opinion and good practices from 15 different countries.

Towards a common language for employment and education/training: The ESCO (European Skills, Competencies and Occupations taxonomy) stakeholders' conference - 17-18 March 2010 - Brussels / Belgium
There is wide recognition among Public Employment Services and brokers on labour markets that "skills, competencies and capabilities complement formal qualification based on approaches in dialogues with employers (notably for recruitment) and are increasingly able to provide a sufficient degree of specificity necessary for highly productive employment relationships". In the light of this shift of paradigm one of the main deliverables of the Commission's New Skills for New Jobs Communication of 16 December 2008, is the development, at European level, of the first ever multilingual dictionary2 linking skills and competencies to occupations. Named ESCO for the European Skills, Competencies and Occupations taxonomy, it will be made available free of charge in 25 languages to all labour market operators and brokers in 30 countries (EEA).

European Symposium "A Future for a strong Common Agricultural Policy" - 24 March 2010 - Brussels / Belgium
The discussion about a renewed Common Agricultural Policy (CAP) for the European Union after 2013 starts in the coming months. A broad societal discussion is crucial to determine the aims of the CAP. Audition : "Instruire les jeunes sur l'énergie verte – Pinocchio se soucie des besoins urgents de la société" - 26 mars 2010 - Bruxelles / Belgique
Le Comité économique et social européen (CESE) organise une audition qui a pour objectif d'examiner les initiatives actuelles dans le domaine de l'éducation à l'énergie propre pour les enfants et de jeter les bases d'un réseau paneuropéen de forums sur l'éducation à l'énergie propre. C'est une demande personnelle d'Andris Piebalgs, commissaire européen en charge de l'énergie entre 2005 et 2010, qui est à l'origine de cette initiative. Elle vise à encourager les changements dans le mode de vie, les habitudes de consommation et les valeurs dans le but de parvenir à une société durable. Le personnage de Pinocchio a été choisi pour faciliter et améliorer la communication avec les jeunes enfants. L'audition mettra à l'honneur trois projets nationaux emblématiques promouvant l'éducation verte pour les enfants. Elle associera des représentants de la société civile européenne à la conception et à la consolidation des prochaines étapes de la création d'un réseau européen.

Seminar "How Can Member States Better Promote Cross-Border Mobility? The Free Movement of Persons, Recognition of Qualifications and Social Security Rights" - 22-23 April 2010 - Maastricht / Netherlands
Although EU citizenship facilitates the free movement of citizens within the European Union, people are faced with barriers when they decide to live or work in a Member State other than the one of their nationality. The seminar aims to help Member States identify measures that constitute barriers to worker and professional mobility so that these can be eliminated. In particular, it will address problematic areas of free movement and examine ways of helping Member State authorities to properly transpose and apply the provisions of Directive 2004/38/EC. The seminar will also examine EU rules on the recognition of foreign diplomas and professional qualifications, common problems of implementation, including enforcement, recent case law and instruments to successfully implement Directive 2005/36/EC. Furthermore, the seminar will focus on the social protection of mobile workers so as to enhance occupational mobility. In this context, it will analyse the new provisions for the coordination of social security rights, which Member States have to implement within the course of 2010, as well as problems on the preservation and transfer of acquired pension rights across Europe.

European Regions' Energy Day - 28-29 April 2010 - Brussels / Belgium
Bringing together regional decision makers and energy experts from all over Europe, the European Regions' Energy Day aims at providing regional responses to key energy questions. Energy efficiency, security of supply and respect for the environment are the major challenges that regions are faced with. According to the IPCC report, 50 to 70% of the climate change adaptation and mitigation measures are to be implemented at a regional level. Workshop "Local and regional authorities mitigating and adapting to climate change using satellite services" - 31 May - 1 June 2010 - Ljubljana / Slovenia
Today, local and regional authorities are a fully recognised part of the solution to climate change. In this role they can access innovative satellite information and services as adequate tools for mitigation and adaptation measures on a local level, with regard to risk management, land surface change, energy management, water security, agriculture and natural resource management, greenhouse gas reduction and others. This workshop will provide a forum for discussions on innovative satellite tools and how these can effectively be implemented by local and regional authorities to tackle climate change. Emphasis will be placed on good practice examples and good practice transfer, as well as funding and support for local and regional authorities to have access to these tools.
